The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from different nations. Immense energy is expended on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a capability enabled by current data. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – modern combat jets provided to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Not long after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.

With pauses, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, damage and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are demonstrably unable to replace in the near term.

Unsuccessful Negotiations

The comprehensive proposal from Washington sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, endure.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is impossible to compel Moscow to relinquish the areas that it already controls in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the near future.

Divergent Views

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until circumstances change in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are influencing discussions.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
